Finally, all American kids need a well understanding of the world in which we live, and this includes something of the history of other nations. They need a foundation in geography, which, if shown we ll, will also teach them why nations advanced as they did. Within our lives we are subject, but not limited to, corruptions within religion, corruptions of morals, and corruption within the government. Voltaire, the author of Candide, uses a naà ¯ve protagonist to illustrate his view of the world. Candide, surrounded by a corrupt society, and bombarded by various character defining events, is able to come to a higher understanding as to his philosophy of life. à Candide, by Voltaire, is a story about an optimistic young man who encounters various misfortunes on his search for an ideal world. Having unfortunately been kicked out of his home for the love of Lady Cunegonde, Candide suffers through many natural and unnatural catastrophes during his travels. However, holding on to his claim that all is for the best, Candide travels the world abroad with a totally naà ¯ve attitude. Constantly being reunited with many of his peers, Candide suffers the cruelty of the Bulgar army, a tempest, a shipwreck, an earthquake, and an auto da fe'. à Candide's optimism, stemming from his tutor Dr. Pangloss, keeps him totally determined to find his lost love, Lady Cunegonde, and an ideal world. However, Voltaire takes Candide around the world to discover that, contrary to the teachings of his distinguished tutor Dr. Pangloss, all is not always for the best. à In Candide, Voltaire uses general criticisms paired with specific examples to illustrate his idea concerning the contemporary corruption of the time. It is a "grinning critique of the 18th century's excesses and cruelties" (Kanfer 1). The Colector Crimes vs. Drug Crimes :: essays research papers
Various crimes have select penalties in which they are accompanied with. As a part of the American way, fairness and justice is the prime concern in the court of law. However, some specific crimes do not seem to fit the punishment. Although these serious offenses are in fact crimes, their penalties coincide with unlawful acts that effect more people, and therefore should not be of the same punishment. Examples of these unequal ratios are the comparisons between murder and kidnaping laws to those of drug crimes. These offenses are indeed actions that effect more than one person in a negative way. The victims, along with their families and friends, are impacted dramatically when a person is lost, missing, or even dead. These effects last long after justice is served. But how well is this justice served? Are murderers on the same levels of drug offenders? First degree murder is the most heinous crime with the harshest penalties in the American judicial system. No other offense will allow the same punishments to convicts, which honestly makes perfect sense. However, second degree murder calls for up to a $25,000 fine and/or four to twenty years in prison, (Rockton site). This crime, voluntary manslaughter, is the deliberate and intentional murder of a person. Along with this crimeà ¢Ã¢â ¬Ã¢â ¢s penalty, there is an equal punishment if the act was drug related. For possessing fifteen grams of cocaine without intent to sell, an offender will be exposed to the same consequences as if they would have shot and killed a young woman in the middle of a crowded building, (Hoffman Estates site). Possession of that amount of cocaine is indeed an offense, but does it equal the loss of a life? If this criminal was selling this amount, the charge should be higher since more people are affected. For example, it would be suicide if one were to ov erdose on the amount of cocaine, but if an overdose was a result of oneà ¢Ã¢â ¬Ã¢â ¢s sales, than this action would be dubbed involuntary manslaughter, or the unintentional act leading to a death. However, this consequence is only of possession, not supplying to another person who could harm themselves. Another example of these extreme penalties is the common link between kidnaping and possession of methamphetamine. Possession of five grams of methamphetamine with intent to sell is obviously a disgusting way of life, but so is the abduction of a person.

In William Shakespeareââ¬â¢s A Midsummer Nightââ¬â¢s Dream, Demetrius is a character whoââ¬â¢s personal characteristics are difficult to recognize except for his relation to the one whom he loves, or more principally, the one who is in love with him. His annoyance of Helena illustrates the first symbols of his unique characteristics; before being charmed in Act II, he even threatens Helena with bodily harm, coming off not as the affable lover he truly means to be. It is simple to understand his ungracious character, however, by how easily he was distracted from Helena by Hermia at the beginning of the play. It seems that he could, in fact, be a generous and loving man if he truthfully desired to be, but he is weak, and would rather be put in his place by others. In the end, still under the spell of fairy magic and therefore not seeing with true eyes, he is blankly laughing at the acted ââ¬Å"loversâ⬠in the play-within-the-play. Since Demetrius only has two lines throughout the entire first act, it shows that he cannot stand up for himself; similarly, this lack of dialogue shows his lack of self-confidence and the representation of himself: ââ¬Å"Relent, sweet Hermia, and, Lysander, yield Thy crazed title to my certain right.â⬠(I.i.93-94) He believes that because he has the approval of Hermiaââ¬â¢s father Egeus, that she should surrender immediately to him and he only states that Lysander is going against his privilege. In many ways, res earch starts with a problem that management is facing. This problem needs to be understood, the cause diagnosed, and solutions developed. However, most management problems are not always easy to research. A management problem must first be translated into a research problem. Once you approach the problem from a research angle, you can find a solution. The scientific method includes the following steps: 1. Formulate a problem 2. Develop a hypothesis 3. Make predictions based on the hypothesis 4. Devise a test of the hypothesis 5. Conduct the test 6. Analyze the results The terminology is similar to the stages in the research process. However, there are subtle differences in the way the steps are performed. For example, the scientific method is objective while the research process can be subjective. Objective-based research (quantitative research) relies on impartial analysis.The facts are the priority in objective research. On the other hand, subjective-based research (qualitative resear ch) emphasizes personal Judgment as you collect and analyze data. Stage 3: Research Method In addition to selecting a method of inquiry (objective or subjective), you must select a research method. There are two primary methodologies that can be used to answer any research question: experimental research and non-experimental research. Experimental research gives you the advantage of controlling extraneous variables ND manipulating one or more variables that influences the process being implemented. Non-experimental research allows observation but not intervention.You simply observe and report on your findings. Stage 4: Research Design The research design is a plan or framework for conducting the study and collecting data. It is defined as the specific methods and procedures you use to acquire the information you need. Stage 5: Data Collection Techniques Your research design will develop as you select techniques to use. There are many ways to collect data. Two important methods to co nsider are interviews and observation. Interviews require you to ask questions and receive responses. Common modes of research communication include interviews conducted face-to- face, by mail, by telephone, by email, or over the Internet.This broad category of research techniques is known as survey research. These techniques are used in both non-experimental research and experimental research. Another way to collect data is by observation. Observing a person's or company's past or present behavior can predict future purchasing decisions. Data collection techniques for past behavior can include analyzing company records and reviewing studies published by external resources. In order to analyze information from interview or observation techniques, you must record your results. Because the recorded results are vital, measurement and development are closely linked to which data collection techniques you decide on.The way you record the data changes depends on which method you use. Stag e 6: Sample Design Your marketing research project will rarely examine an entire population. It's more practical to use a sample-?a smaller but accurate representation of the greater population. In order to design your sample, you must find answers to these questions: 1. From which base population is the sample to be selected? 2. What is the method (process) for sample selection? 3. What is the size of the sample? Once you've established who the relevant population is (completed in the problem formulation stage), you have a base for your sample. This will allow you to make inferences about a larger population.There are two methods of selecting a sample from a population: probability or non-probability sampling. The probability method relies on a random sampling of everyone within the larger population. Non- probability is based in part on the Judgment of the investigator, and often employs nonviolence samples, or by other sampling methods that do not rely on probability. The final s tage of the sample design involves determining the appropriate sample size. This important step involves cost and accuracy decisions. Larger samples generally reduce sampling error and increase accuracy, but also increase costs. Stage 7: Data Collection Once you've established the first six stages, you can move on to data collection.Depending on the mode of data collection, this part of the process can require large amounts of personnel and a significant portion of your budget. Personal (face-to-face) and telephone interviews may require you to use a data collection agency (field service). Internet surveys require fewer personnel, are lower cost, and can be completed in days rather than weeks or months. Stage 9: The Marketing Research Report The marketing research process culminates with the research report. The report should provide all the information the decision maker needs to understand the project. It should also be written in language that is easy to understand. It's important to find a balance between completeness and conciseness.You don't want to leave any information out; however, you can't let the information get so technical that it overwhelms the reading audience. One approach to resolving this conflict is to prepare two reports: the technical report and the s ummary report. The technical report discusses the methods and the underlying assumptions. In this document, you discuss the detailed findings of the research project. The summary report, as its name implies, summarizes the research process and presents the findings and conclusions as simply as possible. Another way to keep your findings clear is to prepare several different representations of your findings. Powering presentations, graphs, and face-to-face reports are all common methods for presenting your information.
Discuss the view that the Civil Service has too much influence over policy
The Civil service is the administrative branch of the UK government, set with dealing with the everyday running of the country, rather than a ministerial role, which focus on only some areas. It is they that carry out the more mundane roles, although some Civil Servants do have more exciting life styles with jobs such as testing weaponry that is to be bought by the Ministry of Defence. The Civil Service is to advise ministers on the decisions that need to be made, to brief ministers on the issues involved and to present options to make the minister's decision making easier. At no stage though should Civil Servants be responsible for decision making. There is a clear dividing line between the decision-making role of the minister and the supporting role of the Civil Servant. as Margaret Thatcher put it ââ¬ËCivil Servants advise; ministers decide'. Servants are not elected and because of this they should not have the power to make decisions. Decision making is the responsibility of the politicians and it is they who should take responsibility for the success or failures of departmental policy and they should not be held accountable for their advice or for departmental policy. In the case of policy errors or mistakes in implementation it is the minister who has to resign, not the Civil Servant ââ¬â the Civil Servant should not be held responsible because they have no role in decision making. This can be seen through the resignation In April 2004 of Beverly Hughes. She forced to resign as minister for Immigration, Citizenship and Counter Terrorism when it was shown that she had been informed of procedural improprieties concerning the granting of visas to certain categories of workers from Eastern Europe. While this cannot wholly be seen as their fault, it was they, not the civil servants that advised them that had to resign over the events, due to the fact that they are responsible for the final decision. Ministers have a large workload and have limited time as is shown by the fact that the Core hours in the House of Commons are until 10pm on some evenings, and parliamentary debates sometimes continue into the night, with Ministers having added Committees to sit on and other government business to attend to, as a result, they rely heavily on their Civil Service advice and this puts the Civil Servants into a privileged and influential position. Any advisor should have some influence, if they don't there is not much point in them being there. However, if ministers lack the time to check Civil Servants' advice, the danger is that they will become a mouthpiece for Civil Service policies. Civil Servants also have the opportunity to ââ¬Ëcontrol' the minister by restricting the supply of information to him or by presenting it in such a way as to limit his options, as was shown by the limited information given to Beverly Hughes. It would be wrong to suggest that this happens often, it remains true that the Civil Service has considerable power. This is deemed as the Minister having gone native and in October 2010, claims were made that Jeremy Hunt had ââ¬Å"gone nativeâ⬠. Also, when Alan Johnson took position of the Home Secretary, he had relatively little experience in the policy of governing the UK and was therefore more reliant on the Civil Service than he may have chosen to be. Manipulation of information may occur. Ministers, such as Alan Johnson, rely on officials to supply them with background facts upon which to base decisions. Skilful officials may be able to present statistics and research findings in a way as to influence final conclusions There is evidence to suggest that the civil service has been politicised due to the increase of special advisers with too much power. It can be argued that Special Advisers can work effectively with civil servants, and it is a relationship of mutual benefit, not a matter of regret. The role of the UK Civil Service is to help the Government of the day develop and carry out their policies and administer the public services for which they are responsible. Ministers have to be able to trust civil servants to be discreet otherwise politicians may feel the need to surround themselves with political appointees whose main virtue is their loyalty to that politician rather than having ability to formulate good policy and then have it implemented. A special advisor can give more biased opinions and can be there to help the Minister, rather than the department, policy or government. Spin doctors such as Alistair Campbell had great influence over policy on the basis of how it would appear to the public, and this can be seen in particular over the time Blair spent talking to him, rather than to the Civil Service over plans for the Millennium. There is also evidence to suggest that individual departments to develop long term policies of their own. When a new minister of government comes to power, the department will seek to impose its own ââ¬Ëculture' upon them. The Treasury is most often suspected of such tactics, as it is notoriously opposed to increased public expenditure or any radical spending plans, caused by the fact that it has to keep the long term in mind, and the fact that a likely change in government will see most of the polices undone anyway, causing undue harm on the economy. If the senior Treasury officials can persuade each new Chancellor of the Exchequer of the virtues of keeping spending low, their influence automatically grows. An example of this was in 1999, when Chancellor Gordon Brown was resisting calls for extensive increases in spending on health and education, some critics suggested he had ââ¬Ëgone native', suggesting that Brown had been influenced by the Civil Servants, adopting their norm of behaviour and so losing his enthusiasm for spending. Overall, the Civil Service do have more power over policy than their supposed political neutrality should let them, but it is to be expected in the modern world of political advisors, and the competitive world which seeks public recognition. While the senior civil servants, due to the permanence and long serving nature do have a great deal of power, the average civil servant has less power, and is more reliant upon presentation of the facts in a favourable way then anything else, something which is true with Ministers and Government as a whole.
